Why is my nasal voice?

my nasal voice has been my whole life. my nose is constantly clogged, even when I'm not cold. I REALLY snoring loudly. I tried saline nasal spray, and sniffing the peppermint oil. I tried to take claritin clear because the doctor thought I had allergies, but it did not work either. Does anyone know whats wrong with me?
